Research On The Central Committee Of The Communist Party Of China Southwest Bureau’s(Cpc Southwest Bureau)Maintaining The Purity Of Cadres’working Style (1949-1954)

At the preliminary stage of the foundation of new China, with the aim of the establishment and consolidation of the new-born regime of people, the recovery and development of national economy and the stabilization of the social order, the Party Central Committee resolved to continue to adopt the regional system during the period of revolutionary war between the central and local government with six regions divided in the national scope, to illustrate, Northwest of China, North China, East China, Southwest of China and Northwest of China. In each region the representative organ of CPC Central Committee was established-Central Committee Bureau. And the CPC Central Committee Southwest Bureau was set up in the Southwest on November23,1949, called CPC Southwest Bureau for short. As the representative organ of CPC Central Committee in the Southwest of China, the CPC Southwest Bureau carried out the comprehensive leadership on the economy, politics, military, culture, society and other fields in the Southwest of four provinces and one city(Sichuan, Yunnan, Guizhou, Tibet and Chongqing).Under the correct leadership of CPC Central Committee, the CPC Southwest Bureau made preliminary progress in all aspects of construction in the Southwest, but still a few problems arose at the same time of making achievement. In particular, owing to their low-quality education, weak awareness of ideology and politics, and low-level policy strategy for quite a few cadres, they showed the serious impurity of working style in thought, work and life, which severely affected the purity for the construction of the Party itself in the Southwest, the completion of the primary task and the tension of the party-mass and cadre-mass relationship. To complete the main task of the consolidation of the new-born regime of people, reinforce the purity for the construction of the Party itself in the Southwest and the close party-mass and cadre-mass relationship, and reach the aim of long-term governance of CPC, the CPC Southwest Bureau commenced the rectification of the cadres’ bad working style.In the process of a multitude of rectification, four phases were undertaken: preparation, launch, promotion and consolidate. During the preparation phase(September1947-May1950), it was mainly about that the CPC Southwest Bureau gave the severe criticism and made the relative regulations with regard to the idea of pleasure-seeking and extravagance reflected in the minority of Southwest grassroot cadres. During the launch phase(May1950-February1951), it was mainly about that the CPC Southwest Bureau decided to conduct a large scale of rectification movement in the Southwest according to A Guide to Large-scale Rectification Movement in the Whole Party and Army against the idea of regarding themselves as having rendered a great service, the bureaucratism and the authoritarianism shown in the minority of Southwest grassroot cadres. During the promotion stage(February1951-June1953), due to the short-time rectification, the bad thoughts of some cadres were more fully exposed in the process of rectification before the impurity of the cadre’s ideological working style was improved. Thereupon, the CPC Southwest Bureau resolved to launch a planned, prepared and guided rootstock movement in the Southwest according to the Resolution on the Rectification of the Party’s Basic-level Organization. During the consolidation phase(June1953-December1954),mainly combined with the propaganda and learning of general line of transition period to maintain and consolidate the good style which has been shiftedOn the Party’s all kinds of bad working style in the Southwest, the CPC Southwest Bureau took such effective measures to maintain the purity of the cadres’working style as mainly included the advocacy of leadership model, the establishment of role model behaviour; the improvement of cadres’education, the enhancement of ideological and political level; the practice of criticism and self-criticism, the advancement of self-awareness; the standardization of party discipline and cadre behavior, the encouragement to look forward and the proposition of new tasks, all of which led to the marked improvement of cadres’working style and ideological political consciousness in the Southwest, the smooth completion of the Party’s central task and the endorsement and support of people to the Party.On January9,2012, President Hu Jintao delivered an important speech in the seventeenth session of the seven plenary session of the Central Commission for Discipline Inspection and pointed out it was a must to earnestly maintain the purity of the Party in all aspects.The Eighteenth National Congress of the CPC once again made it clear that the whole Party had its necessity to strengthen the sense of urgency and the sense of responsibility, firmly grasp the main line that is the reinforcement of the construction of the Party’s administration capability and the construction of the Party’s advancement and purity. And this was the first time for CPC to introduce the construction of purity into the main line of construction of the Party, profoundly elaborating on the extreme importance and urgency of the intensification of the purity of the Party. Under the new situation, systematical review and summarization of the experience of the CPC Southwest Bureau in the reinforcement of purity of the cadres’working style during the early foundation of CPC have the significant enlightenment on the enhancement of the construction of the Party’s purity. To maintain the purity of the cadres’working style, there are following points concerned:Firstly, the premise is the leadership; secondly, the basis is the intensification of ideological education; thirdly, the critical point is the reinforcement of the supervision; lastly, the guaranty is the establishment of a sound system.
