Southwest Bureau Of The CPC’s Study Of The Discussion On "Feng Siyun’s Thought" In The Early Days Of New China

In the Early Days of New China, in response to the call of the Communist Party of China and to keep up with the pace of the national revolutionary movement, the Southwest Bureau carried out a series of revolutionary movements in the southwestern region, including bandit hegemony clear, rent reduction and deposit return, land reform and so on. However, there appeared "slack" and "shift" thought among rural cadres and peasants in some villages which had completed the land reform in the southwestern region, the thought is called "Feng Siyun’s Thought"."Feng Siyun’s Thought", named by a rural cadres called Feng Siyun, means the "slack" and "shift" thought generated from rural cadres and peasants after the land reform. It means that they immerses themselves in production and are regardless of political tendency. Based on the historical background (the early days of land reform), research objective and analysis perspective, this article is divided into two principal lines, one is the Southwest Bureau’s understanding and guidance on "Feng Siyun’s Thought", the other is the Southwest Bureau’s political goals on the discussion. In this paper, throughout the two main lines on the basis of the early days in the Southwest Bureau under the leadership of the broad masses of the people,"Xinhua Daily","Chuanbei Daily" southwest region of major newspapers as the carrier "Feng Siyun’s Thought" positive and warm a discussion.In addition to the introduction, this article is divided into six parts including the conclusion:In the first part, understanding the "Feng Siyun’s Thought" literally, analyzing the meaning of "Feng Siyun’s Thought" from the economic and political level profoundly and having a comprehensive understanding of the important concepts of this article, preparations for the study of "Feng Siyun’s Thought" is made.In the second part, since the advent of "Feng Siyun’s Thought", the Southwest Bureau had conducted a deep understanding about it from the point of policy and economy. Since the "Feng Siyun’s Thought" had caused negative effects on the policy and economy, the Southwest Bureau took measures in the aspects of publicity and administration.In the third part, the Southwest Bureau conducted thoughtful arrangements and guidance on the "Feng Siyun’s Thought". At the beginning of the discussion, the Southwest Bureau made arrangements for its discussion. In propulsive stage of the discussion, there were some letters said that the discussion was limited to the rural cadres and minority farmers and didn’t attract much attention of the county cadres, thus the Southwest Bureau adjusted the direction of the discussion timely to make the whole discussion more comprehensive. After two phases’ discussions, the results were obtained soon. However, in view of the domestic situation and the future of the revolution, the Southwest Bureau considered it necessary to guide the discussion to be continued.In the fourth part, the political task of the Southwest Bureau was very important in the early days, in order to achieve its political goals, carrying out "Feng Siyun’s Thought" was necessary. In the discussion of "Feng Siyun’s Thought", the Southwest Bureau achieved not only its goals of strengthening the rural grass-roots political power and accessing to the political identity of the peasants, but also stable political bases for the realization of the grass-roots democracy, socialist society and communist society.In the fifth part, the discussion achieved significant results in its policy and economy after two months’ discussion of "Feng Siyun’s Thought". At the same time, the discussion also received the most direct result, ideologies of the grass-roots cadres were changed and the spiritual outlook of the general public was raised. Southwest Bureau from "Feng Siyun’s Thought" discussion also drew some inspiration.Conclusion, some shortcomings and inadequacies of this discussion are analyzed, that is the weakness of discussion among masses peasants, the reason why the "Feng Siyun’s Thought" repeated in1952and the importance of the ideological education of peasants.The Southwest Bureau of CPC’s discussion on "Feng Siyun’s Thought" in the early days of new China confirms the importance of Mao Zedong’s words "what serious is educating peasants", making the party realized profoundly that educating peasants is a long-term, serious political task, which can’t be ignored anytime. It is very important to gain peasants’political identification to the governing party in a period of social transformation. During the transformation of Chinese society, It is worthwhile for academia to discuss how to guide and educate peasants’thought and gain their political identity towards the Communist Party.
