Governance, namely, means management and rule. In Modern Chinese, it is defined as the government’s behavior and the mechanism that regulates the government’s behavior by some approaches.In the past dynasties, The Qing dynasty’s governance to Xiang xi district has its unique characteristics of typicality and complexity. Making some further researches on it could provide some beneficial references or lessons for today’s researches on the governance to the areas of remote and ethnic minority.This dissertation will include six parts.The first part will be the introduction, which will mainly explain the topic-selecting reasons and the value of this topic, the academic review, the main contents and the key and difficult points of this paper. This part will also explain and illustrate simply the research materials and methods.The second part will illustrate the general situations of the natural folk customs in Xiang xi and the governance to Xiang xi region before Qing dynasty. Through the analysis of the different governance policies that were adopted by the central governments of the past dynasties to Xiang xi area, we could conclude that the Qing dynasty’s governance policies to Xiang xi area had some inheriting relations to the past.The third part will analyze the innovations on the administration organization system in Xiang xi area after the Bureaucratization of Native Officers. Firstly, this part will mainly introduce the processes of adopting the policies of Bureaucratization of Native Officers in Xiang xi area. And then this part will restore the innovations on the administration organization system in Xiang xi area after the Bureaucratization of Native Officers.The fourth part will be the key part of this thesis, which will analyze comprehensively the management and control measures adopted by the Qing government to deal with the social conflicts and crises. This part will also comb and analyze the reasons and the forms of the social conflicts and crises in Xiang xi and the related measures and policies adopted by the Qing government to resolve and prevent before or after these conflicts and crises breaking out.The fifth part will analyze the conciliation and thought control policies charged by the Qing government to Xiang xi area. The Qing government By setting up many kinds of educational institutions, such as academies, county schools, free schools, and by using the Confucian feudal ethical ideological indoctrination and transforming the social traditions, the government of Qing tried to guide the minority form the national identity, making the minorities in Xiang xi integrated gradually into the Chinese Nation and the china of great unification.The sixth part will summarize and refine the characteristics of the management in Xiang xi in the Qing dynasty. It was an great difficulty to the government of Qing to govern and manage the Xiang xi area, which was reflected on the aspects of the administration, military, ethnic relations, culture and education. The Qing dynasty’s management to Xiang xi followed the historical trend and make its own contributions to the unity of the multi-ethnics, giving the historical inspiration to the descendants that when we deal with the problems of the ethnic issues we should manage them on the bases of time, custom and place and guide the minority form the national identity.
