The teachings in Hui’s Koran which advocate esthetic education and Yi’s Tiger Day ceremony of anti-drug culture are both the mainstreams of social values. In terms of the relationship between Allah and men, Hui’s traditional culture hold the opinions that Allah is unique, harmony and obedience, gratitude and continence, which cause a profound influence on Muslin psychological construction, custom, culture, art and code of behavior. When it comes to the relationship between human and society, it calls for righteousness, healthy atmosphere, dedication and helping others. As for interpersonal relationship, it advocates love, kindness, filial piety and integrity, which formed a sharp contrast with western individualism and self-centered. Through the contrast between the two countries’ urban crime rate, we can draw a conclusion that traditional culture play an effective role on crime prevention. Since these countries emphasizing the concept of national traditional culture underline addressing both symptoms and root causes, the organic combination of the traditional and modern, the unity of the spirit and material, and the combination of thought and behavior, the traditional culture can play a positive role in crime prevention effectively.The first part mainly summarizes the definition of national culture. In mafia organized crime the main sources of subculture are negative functions and inducing functions of the dregs from jianghu culture. Considering the regional difference and structure and then put forward and promote the original local ethnic culture. So as to resist the erosion of subculture and establish cultural barriers to prevent crime.
