The people’s mediation was rooted from the centuries-old traditional culture of China. After thousands of years’ development and evolution, The people’s mediation that was first set up during the Agrarian Revolutionary War has been a legal system with Chinese characteristics. The people’s mediation is hailed as" Oriental Experience", because it plays a key role in maintaining public order and social stability, especially in mediating rural disputes. W, a village in the northwest of Shandong Province, development very fast in several years, is an epitome of the rural economic development. The economic development results in social transformation. In the transformation period of society, the performance of the people’s mediation will largely affect settlement of disputes in rural areas.Because China is a large country, we can’t find out the present situation and problems of the people’s mediation in various regions of the country. We need to adopt the research approach of micro narrating, macro eyeshot, field researching, depth interview, data analysis. We can research individual cases, the data and even the specific problems, sequentially investigating the people’s mediation with Chinese characteristics at a deeper level. Consequently, we can know the character and present situation of village W, and important questions in performance and organization of the people’s mediation. As a result, we can try to bring up reasons of the question.Via reflecting the present situation of the people’s mediation, we can reach a worrying conclusion:there are some problems in the performance of the people’s mediation, and the institution has a lot of disadvantages to be solving and improving. Faced by this complexion, it is need to propose that how to consummate the people’s mediation in organization and institution, as to adequately playing a role as the first line of defense in ensuring social stability.
