Since the early2000s, the development of China’s telecom industry has made remarkable achievements, but accompanied by a huge achievement, various problems are endless. Competition in the telecommunications market is not only the existence of the problem of imbalance, while also facing the challenge of vicious competition, and the telecommunications system has not yet been put in place. Simply rely on the role of the market to guide effective competition in the telecommunications industry is difficult to achieve, increasingly able to clearly see the role of government is required. From another perspective, the changing telecommunications industry continues to grow and market environment, will be required to keep the government’s policy adjustments, but also led to a process of this paper, research and problem-solving will be a constantly changing and developing..From the current situation of China’s telecom market competition start, first expounded the basic theory of government control, telecommunications regulation, after focusing on the behavior of government regulation of the telecommunications industry restructuring regulation, control and other effects of asymmetric competition generated by telecom operators to be analyzed; Moreover, introduction of foreign as the UK, U.S. and EU regulatory system, summed up the experience of China’s foreign inspiration, on this basis, the government proposed to introduce competitive situation facing the outside of the state capital, to strengthen competition in network quality and control, strengthening the non-asymmetric regulation and the development of the implementation of the "Telecommunications Act" and as soon as possible is recommended.
