Research On Government Regulation To Telecom Operators

With the development and reformation of social economy and information technology, the role of the telecommunication industry in the national economy and informatization construction continues to highlight, and irreplaceable,and has become a pillar industry of our country.Its basic and direct impact is on our economic security, information security, national security and other interests. As a large state-owned monopoly enterprise, telecom operators, as an important carrier of information technology, shoulder important responsibilities. Meanwhile, telecom operators, management system and operation mechanism has undergone profound changes, the telecommunication industry is entering into the depth of the transition period, the market competition is intensifing unceasingly with the inter industry integration deepening, so the development of the telecommunication industry cannot do without the supervision and management of the government. It’s the key to regulatory department work how to make the telecom operators develop and expand their own at the same time provide high quality telecommunication service for the whole society, do good performance of social responsibility and public service functions, establish a good market competition environment and mechanism and explore the telecom industry system environment, so as to establishment of a fair, efficient and transparent telecom regulatory system.In the study,I regarded the status and functions of the Department of three major telecom operators in China’s current operation status of supervision as the starting point.,and pointed out the necessity of supervision and management that the goverment did for telecom operators by state-owned monopoly industries identity, telecom operators having the function of public service, the government’s market supervision function, the government compensates for market failure. And through analysis of the present situation of the era of the 4G telecom operators such as government regulation,the study found a series of regulatory loopholes, defects and problems such as too much government intervention of telecom tariff pricing caused by the combination of government function and interprise management, the low market opening degree, the insufficient introduction of competition, the telecom legislation seriously lagging behind, inadequate, the imperfect interconnection regulation force supervision team and so on, thus carrying out the deeply analysis of the causes behind. By analyzing,comparing and learning from foreign advanced supervision ideas,theories and regulatory policies,and combining with my own practical work experience and telecommunication service consumer identity aspects the study explored the targeted and opertional countermeasures andsuggestion suitable for China’s national conditions.
