The level of scientific research in colleges and universities is an important symbol of acountry’s strength of science and technology.Scientific research activities in colleges anduniversities not only create basic conditions for improving the teaching quality and cultivatinghigh-level talents,but also provide the latest scientific and technological achievements for socialand economic development.Scientific research achievements are the crystallizations ofscientific research work,and the scientific evaluation of it is an important part of scientificresearch management,as well as an important means of guidance and feedback effect toscientific research in colleges and universities.Firstly,the research reviews the relevant research of the evaluation of scientific researchachievements in colleges and universities at home and abroad,and retrospects the related theoryabout the Balanced scorecard (Balanced Score Card, referred to as BSC),then analyses thefeasibility of evaluation in scientific research achievements at colleges anduniversities.Secondly,the research builds the evaluation index system of university scientificresearch based on the balanced scorecard.On the basis of defining the evaluation target and theprinciple of the index selection,the research makes reference to the model of the balancedscorecard and combines with the characteristics of university scientific research evaluation torevise the four dimensions of balanced scorecard,and constructs four aspects that including thescientific research funds, social evaluation and recognition, scientific research strength, learningand growth,a total of18indicators.Thirdly,the research adopts the Analytic Hierarchy Processto determine the weight of indicators,collects the relevant data,determines the evaluationstandard,then constructs the specific evaluation index system.Finally,taking F University as thecase,the research carries on the appraisal to the scientific research achievements situation of Funiversity,and puts forward relevant countermeasures and suggestions according to the resultsof the evaluation.The innovation point of this paper is from the function and structure of BSC,whichcombines the university’s strategy of setting with the evaluation of scientific researchachievements to build the index system that suitable for the development of university’sscientific research.It clears the direction and specific action of scientific research in collegesand universities,guides the specific research activities and provides a new approach topromoting the development of scientific research work and the evaluation of scientific researchachievements in colleges and universities.
