In National “12th Five-Year Plan",scientific and technological circles implement the deployment of major decisions of our country actively, the innovation capability enhanced significantly. Scientific and technological has increasingly become the supporting strength of economic and social development. With the improvement of international status,our country entered a new round of scientific and technological development stage. Colleges and universities are the main force of scientific research innovation,how to improve the level of scientific research has focus the attention of government and researchers. Carrying out the performance appraisal system of scientific research project is conducive to the development of scientific and standardized management system, optimize the allocation of resources,stimulate the enthusiasm of researchers,improve the level of scientific research.This dissertation focuses on the performance appraisal system of Natural Science Foundation of China. The National Science Foundation is a main way to support basic research of our country, undertaking the responsibility of promoting the healthy development of China's basic science. Carrying out the performance appraisal system will provide a reference for other organizations to promote the development of new ideas for performance evaluation. Firstly, we establish the performance appraisal system, including scientific research achievements,personnel training,the economical and social benefits.Secondly, according to the questionnaire from some experts, we use the analytic hierarchy process,to analyze the weight of each index and determine the weight value. Finally, we focus on college N's typical NSFC(Natural Science Foundation of China) project funds data of the performance evaluation, put forward existing problems and give some corresponding solutions. One is to ensure a transparent performance appraisal system,second is to pay more attention to converting the research, third is to pay more attention to personnel training and infrastructure construction, fourth is to establish a feedback mechanism to regulate the management of scientific research projects, fifth is to expand foreign exchanges and international development space.The innovation of this article is that the performance appraisal system is based on the theory of balanced scorecard. From the deep analysis of existing performance appraisal system, we put forward evaluation index system based on expert questionnaire, using the analytic hierarchy process to determine the weight of each index. Meanwhile, by applying the performance appraisal system in N college, this dissertation discovers the problem existed and purposes suggestions.
