With the rapid development of market economy and the economic globalization, cities, as the heart of the economic development have been paid unprecedented attention. While as for rural areas, which provide material support for urban development, is gradually being marginalization in the process of public resources allocation. This phenomenon leads to hinder the development of the whole community and the three rural issues have become particularly prominent. In addition, with the widening of the gap between urban and rural areas, the domestic social class differentiation becomes more manifest, which has triggered a series of social problems. Therefore the development of urban and rural areas and urban areas regurgitation-feeding rural areas become imperative. At the same time, the economic development in rural areas not only needs for the government’s policy direction but also the support of the cities. Besides, the active participation of the villagers of rural public utilities is an important internal factor to determine its development. However, due to the implementation of the domestic household contract responsibility system for many years, farmers tend to work hard in their own fields and they lack the sense of responsibility and the sense of participation in village public utilities. Therefore, people meet many problems in the process of public infrastructure and public utilities development.In the field of rural development, it appears the plight of internal mobilization, but for villagers’active participation in rural folk activities has shown a booming trend. We should get to the bottom of the internal factors. I take a higher participation folk activities---welcome the first founder of a dynasty as an example in my hometown, using the process-event analysis research method. Through the whole process a detailed description and analysis of the activity, we can understand what the mobilization mechanism is behind the prevalence of this activity for many years. Thereby we can provide some reference to mobilize villagers to work for the development of public utilities in rural areas.Starting from the above questions, this study is mainly divided into the following sections:first, for the research issues and research designs section, I introduce the research background, propose research purposes, explain the research methods, and complete the theoretical review; second, for the folk activities description section, I depict the case village’s basic situation of the folk custom activity development history and status quo, as well as the process of the activities in detail; third, for the theoretical analysis section, I analyze the case activity behind the social mobilization mechanism, the village of all kinds of people especially the special populations’role such as village cadres, rural elites, liaisons in the activity; fourth, for the conclusion section, I summarize the deep reason behind the high participation, behind the operation process and the role of social mobilization mechanism, etc in the case of folk activities; fifth, summary and discussion section.The study found that social mobilization is a major internal factor that precipitates villagers to participate in folk activities in rural areas. While carrying out social mobilization is the result of collaboration of country of each group. The author thinks that the essence of folk activities, mobilization mechanism is based on the characteristics and advantages of folklore itself as the premise, the rational choice of external village cadres, village elites and villagers groups such as the mobilization of the villagers.
