| "Urban-rural integration" policies since2004within the scope of Suzhou City, the local government began to implement the rural peasants and urban-rural structure made of a transformation of its urban and rural spatial structure, economic and social patterns have had a profound impact. Here we called "the city surrounding village" a metaphor for the city’s transformation logic spreading to rural areas. Rural areas, as the weaker part, are in a passive position. This paper aims to explore what the interaction model is under the logic between urban and rural areas. Particularly, this paper pays attention to how farmers’ awareness of property rights influence the reform movement? Does the awareness of private property rights play as a barrier on mobilizing farmers into the city or not? What’s the fair and worthwhile transaction in peasants’ concern.This article came out on the performance of three different types of "peasants gathering residence" policies. Three types of property in the integration of all the dimensions and the situation in urban dimension exhibit different characteristics. Mobilization of the resulting government and the farmers are very different action strategies. The author notes that the three types of models are drawn from the official policy document technical distinction, and produce a different result in the specific implementation process. The public’s attitude and game strategy is also different. Structure of this paper is based on three different types of "peasant gathering residence" model, based on the process of trying to discover the game between top-down government strategy to mobilize farmers to bottom-up mechanism and conducted.In the arrangement of this article is firstly about the problem of consciousness through the introduction of both the origin and the current status of research in related fields, and then sort of words to interpret and apply the empirical research in the research methods. Second chapter analyzed Wujiang area "urban-rural integration" policy document, and then came out with three different sets of peasants gathering residence model. This article applied to build research framework and hypotheses under this model. Chapter three began to introduce the three different types of gathering residence, the first one "peasants’new apartment", which means that villagers move from their house into these apartments. Fourth chapter analyzes the second type "Small town’s new village" in small towns marginalized communities. Fifth chapter describes and analyzes the last type "transformation of old villages", which is a collection of rural areas in the suburbs had sporadic scattered rural households to form new center. Chapter VI is a summary and discussion of the three different types.
