Today’s world, talent is the primary resource, the first capital, is also theproductivity of the core elements of development depends on the talent. Into the21stcentury, intensifying competition for talent at home and abroad, have to find the trickto a good policy, the occupation of talent commanding heights vigorously Jobs. Inparticular, the reform and opening up, China is also increasingly recognized theimportance of talent on the economic and social development, have made the countrythrough science and this strategy, and started the implementation of talentdevelopment strategy, talent development planning and construction, the developmentof human resources management has made considerable progress. Momentum to facethe fierce competition of talent, all levels of government, institutions, enterprises areunable to bear the beginning of reform and innovation, to seek a breakthrough, andstrive to achieve the development of the competition. However, the majority of countygovernment, especially central and western county governments in underdevelopedareas still not realize the talent in the strong driving force for economic and socialdevelopment, based on this case, the county governments to enhance the talentcompetition necessary. The development of talent to adapt to the changing situation,we must close ties with the region’s economic development and personnel actually thespirit of reform and innovation, study new situations, solve new problems, to achievenew breakthroughs.In this study, the use of the combination of theoretical research and case studies,domestic experience with foreign experience a combination of research methods,literature, case study method, cross-study method and other methods to enhance thecompetitiveness problems of county government personnel Expand comprehensiveand systematic research. First analysis of the importance of attention and talents ofour previous national leaders of talent for the development of competition, talentcompetition for the study county government to make bedding, after a meticulousinspection of the relevant literature, the current domestic and foreign governmentpersonnel competitiveness in and their results summed up the practical experience tosort out the induction, and the core concepts involved in this study to define and elaborate. Secondly, the important status and role of the era of knowledge economytalent competitiveness in the competitiveness of county government as thebackground to emphasize the importance of talent in the county-level governments;again by the County of Hunan Province, human resources work experience in-depthanalysis after the actual situation, as the control in advanced areas of human resourceswork at home and abroad, working on the domestic county government personnelstatus quo from the ideological level, institutional level, regional level, the talent ofthe input side, the talent itself in five aspects of county governments status of existingissues, finally emancipate the mind, learning advanced experience, improve theplanning system to strengthen the organizational leadership and innovation ideas toenhance the competitiveness of the County Government personnel path. Thecountermeasures proposed in this study help to improve the county-level governments,especially in underdeveloped areas of the county-level government personnelcompetitiveness and development of human resources management level.
