Research On The Reform Of Statistical System Of County And County Governments Under The Background Of Network Direct Reporting

With the development of economy and society, the macro-management of the country, the subject of the economic development and community need more and more requirements and demands for statistical products, the statistic services gradually from the Party committee and government to the public social, this is also the objective requirement of the service-oriented government.In order to meet the growing needs in all aspects of statistics, the National Bureau of Statistics gradually carried out the “four projects” construction in 2010, what with “enterprise set of table”as the core, “networking direct reporting” for the purpose of statistical, to reform the statistical production, perfect the working mode and achieve better statistics by the introduction of new technologies, especially the Internet technology and computer technology. This is a major initiative of the National Bureau of Statistics t to improve the efficiency of public administration, the government information openness and the objective requirements of building service-oriented government under the new public management. “Networking direct reporting” is a great reform in statistical production, but there is no corresponding management system to improve basic statistics. Therefore, direct reporting network made more notable achievements at the grassroots, also with the highlighted contradictions in statistical management system, which is eroding the statistical results of the reform, became the shackles to healthy development of basic statistics.This paper mainly adopts theoretical and comparative research, analyzes the problems in basic Statistical Management System of China, with the S and T city’s district government statistics as the starting point, in the networking direct reporting background, at the basic situation of grass-roots government statistics and achievements, combines with foreign Management System advanced experience, in order to put forward some feasible suggestions and recommendations to improve and optimize the basic statistics management system to ensure the effectiveness of statistical reform.
