This research is best characterized as ethnographic study, which explore the current situation of Sino-Mongolian bilingual teachers in ethnic kindergartens in Hulunbeier City.Upon this, description of the current situation, analysis of the existing problems and the counter-measures are put forward in regards of constructing the study which leads to the findings of six advantages, five disadvantages and three counter-measures. Specifically, the environmental constructions with Mongolian features as well as the teaching activity design of these kindergartens provide unique atmosphere for children’s growing-up, which is essential for these children to become more culturally sensitive, comprehensive and inclusive. Bilingual teachers who are skillful in using Mongolian and mandarin to conduct teaching activities founded the basis of bilingual teaching mode in minority kindergartens. The innovative design of "Mongolian-Chinese" and "Mogolian-Chinese-English" language teaching methods not only represent the ethnical characteristic of these kindergartens but also help the children master basic English at young age. Also, the supporting and supervision from parents are doubtlessly in favor of the development of the kindergartens. Lastly, the visionary of the director determine the depth of the development of the minority kindergarten. As far as I concerned, the highest accomplishment of a certain director is supposed to be making this kindergarten active, helpful and optimistic, letting all the teachers stay positive despite that they are sometimes overloaded. Nevertheless, the quantities of private kindergartens are overweighing public kindergartens while the qualities of private kindergartens are generally lower than public kindergartens. Numbers of kindergartens are lack of high-qualified teachers and Mongolian teaching materials. In addition, the on-service training is lack of comprehensiveness. All these problems lead to the fact that the development of ethnic kindergartens faces challenges.About the countermeasures, I intent to explore the cultivation mode of the bilingual teachers in Education&Science College in Hulunbeier University as well as the bilingual education&pre-schooling system in Denmark. Besides, the measures such as boosting treatment for kindergarten teachers, improving the construction of public kindergartens, rationally adjust the layout of kindergartens, enhancing the cultivation of professional bilingual kindergarten teachers as well as innovating the education concept would potentially enhance the development of ethnic kindergartens and bilingual teachers, which will eventually leads to the final goals of health grow-up of minority children.
