A Case Study Of Zhejiang City Of Fuyang Province Improved The Basic Statistical System

With the development of the socialist market economy being perfected, the currentstatistical system formed under the planned economy mode can’t well meet the needs ofmacroeconomic policy-making departments and the public, the shortcomings of theexisting statistical system is more and more big, it is urgent to reform the alreadyformed consensus. Statistical system reform is the reform of statistics and governmentrelations, statistics and public relations, the statistical relationship between subjects, todetermine the rights, obligations and code of conduct various statistical body. China’scurrent statistics system, statistics institutions at county level plays the important role, isinvestigating the statistical organizer, is investigating the statistical execution, positionis very special, so the basic statistical system reform is more important. Basic statisticssystem discussed in this paper, meaning refers to the county and the following statisticalsystem, because of interest to county and the following statistical system is relativelysmall, relatively easy to suit one’s measures to local conditions to meet the localpolitical, economic, the statistical system of social work.In this paper, a basic statistics workers stand, combined with their own line ofstatistical work environment, starting from the basic statistical system perspective, inZhejiang Province, Fuyang city (county-level city) as an example, analyzes the historyand the present situation of Fuyang statistical system, in-depth study of the existingstatistical system in Fuyang improved and achievements, and points out that the thereare still lack of legal construction is not perfect, infrastructure is not solid,informationization construction problems in the process of improvement in basicstatistical system. Through the analysis of the construction of Fuyang statistical methodof existing measures and effect, points out the existing problems in the statistical lawconsciousness, the statistics law enforcement examination, need to further strengthenthe propaganda effect and strengthen the statistical inspection legal system of statisticalpower; focus on the Fuyang statistical based approach and has effective in-depthanalysis, pointed out in the organization, the allocation of resources, definition offunction need to be further improved; in the process of analysis of statistical information construction in Fuyang, put forward to make statistical information constructionplanning, solving statistical informatization construction funds, training professionaltalents, strengthening of statistical information statistical information integratedmanagement suggestions.This paper mainly uses the method of case analysis, through the analysis ofZhejiang province Fuyang city basic statistical system improved case, are studied fromthe legal construction, infrastructure construction, information construction these threeaspects, to re-examine the basic statistical system in China, summarizes the existingproblems and further improvement suggestions, combined with the statistical systemreform trend, innovation and rules, to provide reference for Chinese basic statisticalsystem reform.
