Statistical data is a society "medical laboratory test report”, an important basis for the government macroeconomic policies, the allocation of social resources, and the adjustment of economic structure. But at present, there are many constraints to carry out statistical work, especially the unreasonable statistical system, unsmooth statistical process in grassroots statistics. In this condition, statistics departments at all levels have to implement small-scale statistical process transformation, grid mode of operation in Ningbo put statistical resources to the primary statistical line, making Statistical Process at grassroots flattening and statistical management direct.In this paper, taking Yuyao for an example, combined with the study of statistical resources of the region grid implementation process, the decision-making system theory, process reengineering and human resources planning theory, the problems in the primary statistical processes has been found, and we conclude that the primary statistical processes should be reshaped and integrate resources could further improve grassroots statistical grid operations.The first chapter introduces background, purpose and significance of the topic, proposing research methods and briefly described concepts. The second chapter sums up the domestic and foreign study in the case of the emergency plan and the way they applied in this paper. The third chapter takes Yuyao City as an example, introducing the implementation of statistical resource detailed description of decentralization of primary statistical resources. The fourth chapter presents the existence of deficiencies and bottlenecks at the beginning of grid operation. Chapter five deals with the problems, puts forward countermeasures and suggestions to further optimize primary statistical processes to ensure the quality of statistical data security systems.
