Statistics plays a leading role in solving the most important and diverse subjects of modern science.Statistics is used to process data.It is a knowledge about data.Government statistics is an official act of the government statistical department to collect the original data of statistical investigation from all aspects of society through a unified statistical investigation system. The government statistical department is responsible for producing statistical data and providing high-quality statistical services for administrative departments and the public.Under the background of rapid economic and social development in our country, the development of globalization and informatization makes government statistical data more and more concerned at home and abroad. If the quality of statistical data is the life of statistics, then the credibility of government statistics is the cornerstone of government statistical work.In recent years, the society has questioned the government statistical data to varying degrees. With the exposures of illegal statistical activities, the inconsistency between government statistical data and public perceptions, the credibility of government statistics has been greatly impacted, which directly affects the sound development of government statistical work.Shanghai is a leading city in the reform and opening-up,and also a city with a high level of administrative service.Taking the current situation of the statistical credibility of the Shanghai government as an example, this paper deeply understands the current situation of the statistical credibility of the Shanghai government through empirical research methods, and through conducting surveys and interviews with different survey objects, understands and explores the social public. The reason why people distrust the government statistical data is to have a clearer understanding of the shortcomings of Shanghai government statistical work and the public's demand for statistical data and statistical services,so as to improve the level of government public service and public governance. This paper is mainly divided into six parts. The first part is the introduction, which mainly introduces the research questions, the research value and significance, the literature review at home and abroad, the main research methods and contents, the structure of the paper, the innovation and shortcomings of the paper, and so on.The second part mainly introduces the basic concepts related to the credibility of government statistics,as well as the theoretical basis of this study-Tacitus trap,Information asymmetry theory,New public management theory,Theory of responsible government. The third part mainly takes the statistical credibility of Shanghai government as an example, through questionnaires and individual interviews,to empirically analyze the current situation of the statistical credibility of Shanghai government. The fourth part mainly analyses the problems and reasons of the statistical credibility of Shanghai government. The fifth part is mainly to put forward countermeasures and suggestions to enhance the credibility of government statistics. Finally, the conclusion and Prospect of improving the credibility of government statistics are made. The first innovation of this paper is to focus on the case study of government statistics in developed cities of Shanghai, and to focus on the research of the methods to improve the credibility of statistics.Secondly, the survey objects are divided into three categories: the general public, the statistical survey objects and the government statistical staff. The current situation of the credibility of government statistical data is investigated and studied from different levels. One of the shortcomings of this paper is that the data sources of empirical analysis are limited, the scope of questionnaire issuance is insufficient, and the support degree of research conclusions is still lacking.Second,in the study, quantitative analysis does not use statistical models and other quantitative analysis methods, analysis may not be in place.Thirdly, due to the limited reading literature, insufficient theoretical foundation and insufficient papers, there are still some inadequate in-depth discussions and slightly weak analysis in some places.
