With the rapid development of our society and economics, the process ofindustrialization and urbanization is gradually accelerate. In particular, the rapid expansion ofthe cities result in more and more farmers lost their land by an active or passive means. Thusthe formation of vulnerable groups-Land-expropriated farmers which with so many socialproblems. The increasing number of land-lost farmers produces a series of economic andsocial problems: Land-lost farmers’ income is decreasing while outcome is increasing,andthe actual living standard is reducing;Do not have ability to get a work or start anundertaking;Social security is not good enough to protect land-lost farmers’ long-termlivelihood;It is difficult to them to transform their role and unable to integrate into city life ina short period. How to solve the above problems, make the landless peasants not only be ableto maintain the current standard of living, but also to achieve long-term sustainablelivelihoods,is becoming one of the most important issues.According to the theory of sociology, agricultural economics and other related theories,based on the reality and the data from Chang’an District in Xi’an, under the guidance ofsustainable livelihoods frame, this article analyzes land-lost farmers’ status, existing problems,factors affecting the sustainable livelihood, finally, policy is advised from four points, so as toprovide a reference of solving the livelihood problems.This paper is divided into five chapters: In the first chapter, it systematically introducesthe research background, objectives, methods and theoretical basis, and also reviewed theprevious research. It also related to sustainable livelihoods framework theory to explain thebasic meaning of land-lost farmers,sustainable livelihoods and urbanization respectively.This part also explains the research content of sustainable livelihoods. According to data fromChang’an district in Xi’an,Part two outlines the present livelihoods of objectives land-lostfarmers,explains the main problems of land-lost farmers,from four aspects:Land-lostfarmers’ income is decreasing while outcome is increasing,and the actual living standard isreducing;Do not have ability to get a work or start an undertaking;Social security is not goodenough to protect land-lost farmers’ long-term livelihood;It is difficult to them to transformtheir role and unable to integrate into city life in a short period. Chapter three analyzes threefactors affecting the sustainable livelihoods of land-lost farmers:natural environmental, social environmental as well as land-lost farmers themselves. Chapter four, combined with theabove conclusions, it put forward some policy recommendations from four points: Landinstitution, social security, human capital and employment; The last part is the conclusion andsomething need to be improved.
