The English Curriculum Standards (2003) makes it clear that the general goal of the English learning at senior high level is to cultivate students’ integrating skills of using language. Accordingly, Three Teaching Goals of curriculum:knowledge and skills, process and method, attitude and affection should be obeyed to develop learners competence of language.Reading plays the main role in English teaching. As a form of language input, reading influents the quality of the whole teaching, and we need to combine input with output to teach English as a whole. As the main form of output, writing is the weakness of English teaching. Investigation shows that reading is separated with writing, which does harm to the whole teaching.Based on Input and Output Hypothesis, Transfer Theory, Whole Language Instruction, and Free Voluntary Reading, this thesis analyses large quantities of articles to construct a new teaching mode in reading and writing class. The study finds that (1) there are some problems in current reading and writing instruction;(2) the textbooks by Beijing Normal University Press are guided by the thought of combining input with output, but the combination of reading and writing in reading lesson is seldom;(3) the reading-writing teaching mode of "understanding, structuring, and outputting" is available, practical and valuable to develop students’ integrative language skills.
