On The Financial Support Of Higher Education Development In Tibet Autonomous Region

Our country is a multi-ethnic socialist country. In order to meet the needs of the socialist harmonious society, to maintain national unity, To safeguard the unity of the nation, to promote national unity, and to maintain social stability, we should make efforts to accelerate the development of the ethnic minority areas very well. As an important part of education in China. Tibet’s education plays a leading role, and has great significance in promoting the economic and social prosperity and development in Tibet. Due to the particularity of minority nationality areas, the fundamental guarantee of the development of higher education of Tibet autonomous region is increasing the financial input, and further improving the national financial support mechanisms. So the basic problem discussed in the development of the higher education of Tibet autonomous region and the study of the development of higher education in Tibet is financial support.In this paper, I will probe into the connotation and the extension of the development of higher education in China and introduce that to Tibet in the development of higher education through literature research, comparative analysis, qualitative analysis and quantitative analysis of selected topic carries on the discussion and analysis, Education equity theory and the theory of public finance related theory are as the theoretical basis of my paper; I will do some contrast research, to find out restricting factors existing in the financial support in the development of higher education of Tibet. These factors include system, organization, management, concept, such multi-level and restricting factors. At the same time, I will considerate about the status quo of the combination, and the experience in using fiscal policy in the development of national higher education by other foreign countries.In view of the restrictive factors, I will put forward some solutions, including re-examining and establishing a new fair idea in the higher education area, constantly optimizing the environment of Tibet higher education finance payment system, and perfecting the guarantee mechanism of the higher education finance in Tibet. I hope that I could make some efforts to the study of developing and improving higher education in Tibet.
