Ideological and political education is a complicated systematic project. Currently the pertinence and effectiveness of the ideological and political education of college students in China is still relatively weak. The profound changes in the external environment, such as economic globalization, information networking and cultural diversity, have provoked dramatic changes in college students’ value orientation, subject consciousness and individual demands, bringing greater impact and challenges to the ideological and political education. In the context of this new situation, new environment and new requirements, educators urgently need to introduce a new perspective and interpretation, and find or construct an effective solution in order to reverse the current weak pertinency and effectiveness of the ideological and political education. A positive response and useful exploration of the above situation, problems and aspirations is to integrate systematic theory, synergy theory and hierarchical educational theory to construct a synergy model of multiple elements of the ideological and political education system for college students.This paper is to regard weak pertinency and effectiveness of the ideological and political education as the research subject, systematic theory, synergy theory and hierarchical educational theory as the research method, vertical system for structure division and horizontal hierarchy for elemental synergy promotion as the research thinking, and the model of high-quality state of college students’ ideological and political education as the research purpose. The research path of this paper is primarily divided into four parts. Firstly, analyze the structure of the ideological and political education system, divide the elements of system for each level, depict the tree context diagram of the system, and grasp the overall framework of the educational system from a macro perspective. Secondly, put college students at the educational sub-system to analyze the existing problems based on the students’ individual characteristics and needs from the micro perspective, and then discover the underlying causes that affect the efficacy of the integrity of the educational system through synergy theory. Thirdly, divide the elements for college students under different context through the hierarchical educational theory so as to promote elements synergy and enhance system efficiencies. Ultimately, integrate the three theories to construct a hierarchical synergy model of education subjects diversified, education goals leveled, education approach multiplied, education content multi-timed, education environment channeled.This paper draws a conclusion that the ideological and political education of the hierarchical educational synergy system for college students is to research on the work content of the educational system based on the systematic theory from the macro perspective, which is able to grasp the overall situation more comprehensively, study the working state of educational system based on the synergy system from the micro perspective, understand its operation mechanism more detailedly and objectively. The idea of using the hierarchical educational theory is close to college students’ needs and the actual work. The constructed model drawn from the scientific theories and rich materials is feasible and operable, and able to hackle the problem of weak pertinency and effectiveness.
