Around the world, both academic and political circles, conflict of interest has been defined as the source of corruption. Conflicts of interest puts forward from dual character of civil servants, namely that civil servants is not only the representatives of the public power, but also hypothesis that rational-economic man who goes after the private interests. There is a huge interests of the temptation which contains behind authority, that is the reason why power rent-seeking exists. And when the "economic rent" more than the opportunity cost of the resource owner, and the cost of corruption, namely, the probability of punishment and luckily escape probability was far below the income, corruption is resulting. So, to prevent conflicts of interest is to prevent public interests and private interests conflict of civil servants, thereby eliminating the soil of civil servants abuse power for personal gains corrupted.The system of preventing conflicts of interest, as the name implies, is to prevent the situation of interest occur to conflict. The author’s purpose is to recognize that preventing conflicts of interest is one of the most important system to prevent corruption, and is effective system relatively today. Our country’s current situation is that preventing conflicts of interest system has already a relative mature understanding, and made a bold attempt, but it is lack of some practices which is mature, targeted and pointed.Through comparative research methods, this study summarizes and combine our country’s information since the founding of the Nation, compares with the methods of foreign country, analysis the plight with regulations, declaration, openness, supervision and accountability of the five dimensions, combined with national condition, tries to put forward some reasonable and targeted countermeasures and Suggestions, in order to prevent is better than cure.Based on the system of preventing conflicts of interest around the world, the main content is the comparative analysis of the disadvantages of preventing conflicts of interest system in China based on put forward reasonable Suggestions as follows. And In this paper, the text points four parts, a total of more than38000words.The first part is section of fundamental concept definition.
