National long-term education reform and development program (2010-2020) pointed out:" The development of vocational education is an important way of promoting economic development, promoting employment, improving people’s livelihood and solving the "three rural" issues. It is an important way to solve the labor supply and demand contradictory, so the development of vocational education must be placed in a prominent position." Vocational education needs to be market-oriented, to adapt to the needs of the community, to develop students’ moral literacy, level of knowledge, technical skills, employability and entrepreneurial capacity. The development of vocational education needs to adapt to the continuous development of the socio-economic change, needs to follow the layout of the structure of society industry, needs to have lifelong education, at last modern vocational education system will be formed, and this system can meet the community of enjoying continuing education requirements to create a high-quality staff team, to meet the needs of the community.In recent years, government and education, the labor department in charge of the development of vocational education pay more attention to the development of vocational education by only academic theory, so they ignore vocational education. Because of the unreasonable distribution of educational resources into vocational education, most vocational schools doesn’t have enough money, little students hope to go to the vocational schools, vocational school students lack the social and corporate recognition, which caused unreasonable personnel structure in China. The employment of university graduates is more and more difficult with technical talents are still relatively scarce.Looking at the situation at home and abroad, vocational education is very important. For China, the most urgent task is to build a modern vocational education system with Chinese characteristics.QZ Tobacco Secondary School is a part of Shandong Tobacco Monopoly Bureau (Company), it has two tasks, teaching ordinary secondary students and training tobacco workers. Although it shows a good development trend, it faces a series of challenges, such as students’resources, employment issues, marketing ideas, social assessment and many other issues. In this environment, the most important task is how to safeguard the sustainable development of secondary vocational expand the impact of the school, fight for better students, to ensure that the employment rate. This task has been placed in front of QZ Tobacco Secondary School. QZ Tobacco Secondary School is in the process of transition from the traditional system to a market-oriented operations, to improve service marketing ideas and marketing capabilities as soon as have become one of the key to succeed.For China, the most urgent task is to build a modern vocational education system with Chinese characteristics. Thesis found that innovation in their work and the problems by analyzing the QZ Tobacco Secondary School publicity, enrollment, teaching, management and employment, make the innovation larger and larger, give reasonable advice about the existing problems, advocate that education is also a service. People should look at education by using service marketing. Strengthen external marketing of foreign country. Form the competitive advantage of the school’s brand by publicize the schools; strengthen internal marketing, to mobilize the enthusiasm of all faculty, initiative, creativity; emphasis on interactive marketing, strengthen the exchanges of students and families, make the communication effective. Through these measures, QZ Tobacco Secondary School consistent service marketing to make QZ Tobacco Secondary School survival and development in the current fierce competition vocational schools.
