With the progress of social civilization and the rapid development of science andtechnology, the development level of special education has become an important signto measure the comprehensive strength of a nation and to a certain degree, reflects the“people-oriented” spirit of the times. How a society treats and supports thosevulnerable groups in disadvantageous situation reflects the maturity level of thissociety. Advanced education ideas of special education, strong financial supports,good human environment are the soil for the development of special education inSingapore. In twenty-first Century, the Singapore government has introduced somenew policies on special education, and promoted the all-round development of specialeducation. This paper mainly analyses the content of the twenty-first CenturySingapore special education policy, and characteristics and value orientation. Thispaper has six parts: in the first part, it analyses the development of special educationin Singapore and the evolution of service organizations, and has made the simpleintroduction to the situation of the early twenty-first Century special education inSingapore. The second part is a content analysis of the special education policy inSingapore in twenty-first Century. It is divided into three parts: early intervention,school education and employment. The third part is the implementation of specialeducation in Singapore from three parts. The fourth part uses Professor Sun Miantao’sstandard, namely integrity, science and innovation, to analyze the content and effect ofthe special education policy in Singapore. The fifth part mainly points out theshortcomings and problems in special education policy in Singapore, In order to makeour policy more comprehensive. The sixth part mainly draws lessons from theseproblems and learns their good experiences, in order to enrich the researchachievements of special education in our country and make it play a role indeveloping special education in our country.
