People in real life are always unable to act as envisaged by policymakers,their intentions and actions are often inconsistent,which resulting in the failure of a variety of public policies.Many policies aimed at increasing the effectiveness of specific groups have just excluded them.Based on the observation of people's decision-making behavior,behavioral science makes a reasonable explanation for these policy failures in the public domain:different from the economic man who has fully rational,people in real life always have a variety of behavioral deviations.They are ill-informed.Their self-control is poor,behavior is not coherent,but the inertia is very strong.And they are basically unable to balance the temptation of today and the return of tomorrow.Besides,their has "nonstandard preference".All of these leads to a deviations between people's actual action and their ideal expectation.These behavioral biases makes the ideal policy fail to achieve the desired intervention effect.In order to solve this dilemma,behavioral science provides policy makers with a tool for policy intervention-nudge.By using the knowledge of psychology and other social sciences,a series of nudging tools(such as default options,commitments,reminders,incentives,social norms,etc.)are developed to affect decision making behavior by changing the decision environment without limiting people's freedom.As a result,parents will move forward in the direction of the policy makers' expectations.Based on this,this article mainly includes the following parts:the first part introduces the research background and research significance,on the domestic and foreign research present situation,and the paper contents,research methods,the shortage of the paper with a brief overview of innovation;The second part explores the new path of policy design from the behavioral bias in individual decision making,which lays a theoretical foundation for this article.The third part analyzes the phenomenon of policy failure in the American early education and explains it from the perspective of society and behavior.The fourth part is a case study of the use of nudging in American early education,and summarizes the characteristics of the effective nudging tools.The fifth part designs a multi-level policy intervention model in the early education in China according to the present situation of parents'engagement in the early education.The sixth part is the conclusion.
