| Marx once said:The demand for sports in modern society is determined by the objective requirements of the development of productivity. With the deepening of the market economy reform in our country, the Chinese society has undergone a comprehensive and profound transformation. As a component of society, sports have also developed rapidly, and drawn more and more public attention. The state comes to realize that, compared to the development of competitive sports, the health of the people and development of mass sports activities are more important indicators to characterize a country with well developed sports. With the vigorous development of mass sports, related scientific research has become a hot topic, the research of mass sport management system and mechanism is an even more important part within it. Therefore, we select Wuhan mass sports management system as the research object, by conducting survey on mass sports division of Wuhan Sports Bureau, Wuhan social sports guidance center,13district-level sports administration departments and26sports associations in Wuhan, utilize theoretical knowledge of system theory to comprehensively analyze the current situation of the work about mass sports in Wuhan, and design the Wuhan mass sports management system model, the system model clearly shows that the current mass sports management system in Wuhan consists of two parts:government management subsystem and social management subsystem. This study further carries out in-depth analysis to the management system and operational mechanism of these two subsystems, and find out the deficiencies in the system, propose scientific and feasible optimization countermeasures.The following conclusions are obtained in this study:first, Wuhan mass sports management system is comprised of Wuhan mass sports government management subsystem and Wuhan mass sports social management subsystem. Although the two subsystems interact with each other, and this has achieved some success in the work of Wuhan mass sports, but the system still has deficiencies; second, due to being affected by the government management system in the planned economy period, Wuhan mass sports management system continues to adopt the means of administrative instruction to carry out large-scale mass sports activities, this neglects the construction and development of the social management subsystem, results in that the social management subsystem is unable to play a more important role; Third, the function of the organization in Wuhan mass management system is not clearly defined, the function of Wuhan social sports guidance center should be defined as serving the social sports organizations, integrating social resources, assisting mass sports division of Wuhan Sports Bureau to provide all aspects of protection for the social sports organizations, and ultimately make the social sports organizations play an key role in carrying out mass sports activities; fourth, at the current stage, the development of various kinds of social sports organizations is constrained by lacking enough attention from the Government and lacking a series of mechanism to ensure their development, besides, the social organizations themselves have many problems in their construction and development, it is necessary to construct and strengthen the Wuhan general sports association, and make it guide the social sports organizations to solve the inner problems related with constructing their own organizations. |
