Class size reduction (CSR) is based on small class education, different from the traditional largeclass education. It has unique properties in teaching methods and curriculum materials andarrangements, and also a dynamic process of teaching. The implementation of CSR reform in someareas since the1990s, China has entered the increasingly wide range of areas; CSR reform hasbeen listed as an important means to achieve quality education. After years of development andpractice, the reform of CSR is becoming better and better, but still face many difficulties andchallenges, one of the important reasons is the lack of a complete CSR policy.Education policy is the guidance of the implementation of CSR, if there is no perfect CSR policyguidance, CSR will be lack of an effective policy support. In the case of imperfect of CSR policy atthis stage, the CSR has many problems in teaching, the preparation of teaching materials, teachertraining, financial support and teaching evaluation, therefore, continue to strengthen and improvethe policies of CSR, will have a far-reaching significance for the CSR reform.This paper is divided into four chapters:The first chapter is an introduction and overview of the background of this study, a summaryof CSR and its policies at home and abroad.The second chapter is an analysis of CSR policy framework, the analysis is based on the theoryof policy analysis, including policy formulation, policy implementation, policy evaluation, trying tobuild the internal relations of the CSR policy and policy system.Chapter â…˘ is a case of Ningbo City, the use of theory of policy analysis to analyze the statusand problems of CSR in Ningbo.Chapter IV is on the basis of the first two chapters, combining theory and practice to makefeasible suggestions for CSR.
