Guided by the Party’s education policy,development of education remains high on our agenda.Education cultivates all-round improved young people,who are equipped with moral grounding,intellectual and physical ability,and aesthetic sensibility.In order to response to the new problems in compulsory education,Chinese authorities introduced a guideline to ease the burden of excessive homework and off-campus tutoring for students undergoing compulsory education(EBHT).The EBHT guideline jointly issued by the general offices of the Communist Party of China Central Committee and the State Council in May,2020.To fine-tuning the implementation of the EBHT guideline,local authorities have taken a series of major measures,including the forbidden of academic course training,reform of non-academic course training,foster new curriculum teaching and examination programs,and providing after-school service programs.With the policy coming into force on September 1,2022,the education reform by EBHT guideline is a policy with greatest intensity,widest coverage and largest influential groups in recent decades.More than one year since the implementation of the policy,people,especially the target group of EBHT guideline-families with student undergoing compulsory education-responded different,including glorification and abjection.As a basic education policy,we should objectively evaluate the EBHT guideline,identify the existing problems and ease the problem.The present study focused on the EBHT guideline,evaluated the policy response in Huaxi,Guiyang,Guizhou province.Based on the policy response standard,which is supported by the public policy evaluation theory and the responsive theory,the comprehensive application of public policy evaluation carried out the EBHT guideline response evaluation in Huaxi,Guiyang aims to find out the attitude,evaluation and demand satisfaction of policy target groups for policy implementation.Results of the study found that the response of the EBHT guideline in Huaxi,Guiyang is at a medium level.The policy target group has a high recognition of the policy content itself.But,the evaluation of specific measures and implementation effects is low.There are obvious group differences in policy response.The higher grade undergoing the compulsory education,the lower response.The responsive consciousness of policy subjects is weak,and there is a lack of initiative and interaction communication between government and policy target groups.The imperfect policy response mechanism has disadvantage in suggestion by citizen and opinions collection by government.Therefore,three main points are put forward to improve the responsiveness of compulsory education policy,EBHT guideline,in Huaxi,Guiyang city,1)strengthening the concept of government service and refining government affairs,2)encouraging residents’ political participation and emphasizing the residents’ power in their hand,3)improving the policy response mechanism and ensuring the convenience of residents’ response to policy.
