Nowadays the more developed means of transportation and communicate speed up the development of the globalization. There is an apparent trend that we now are facing with a global education. More and more research and projects, based on the theories of global flows and cosmopolitan education, have been introduced into different areas in different countries. This facilitates more studies and communication globally. This paper is a case study of the SWB project based on these theories in the Huxian North Street Elementary School. This paper explores how the theories combine the specific implement in this project site to support students to study a foreign language, develop cross-cultural communication abilities and gain a global awareness and understanding.At the same time, this paper reflects the difficulties from varied perspectives when Huxian project sites conducted this project in the Huxian village school due to the specific system and policy restrictions. This results that the students in this site cannot conduct all of the project activities applying the computer skills and telecommunication methods.This also provides a similar tough situation about how difficult the teachers and students struggled in learning and teaching a foreign language in other rural and poor schools in the global. This paper recommends a flexible internet access policy and more advanced hardware facilities introduced into the rural schools to encourage more language research and projects conducted globally. This paper advocates more attention put into the global flows and cosmopolitan education. I call for more research and projects introduced in the rural areas to benefit more future students and ensure that more language learners would share a balanced global education resource worldwide.
