That the economic problem of poor students is a major social issue that can not be ignored gradually becomes the consensus of the academic community. The poor students funded research is helpful to education fair and the improvement of poor students funded work in Normal Colleges, as well as the healthy and orderly growth of the Higher Teacher education.In this case, making efforts to resolve the existing contradictions and difficulties of poor students in the Higher Normal Schools is a major task of Normal Colleges and Universities and it becomes the goal of this research.The academic research which is specialized in economically disadvantaged students has yielded few results, which needs more attention to it. On this basis, this paper points out the guidance significance and reality reference for further research..The second part of the article, the author describes the research overview of Normal Colleges and Universities. It includes the theoretical basis on the study, such as education equality and fair theory, traditional theory of respecting the teachers, quasi-public of higher education products, Cost Sharing ideas and Objectives Management theory. The author combs the course of the development and significance and evaluation of subsidy in Normal Colleges and Universities.The third part of the article, the author acquires the relevant data on Shaanxi Normal system of poor students through literature and investigation, and analyze the problems of the aspects of our school funding concept, funding mode, work-study, social forces students and so on.The fourth part of the article, the author puts forward corresponding countermeasures according to the specific questions about funding ideas, funding propaganda and funding management and so on.
