In order to ensure that outstanding students from poor families can receive higher education,the state has been actively carrying out funding for poor students in colleges and universities.Over the years,with the continuous improvement of policies and the continuous efforts of the education sector,China has gradually formed a policy system for impoverished students in colleges and universities with the contents of “award,assistance,learning,loan,diligence,supplement,reduction” and green channel,provided a multi-faceted assistance to poor students,effectively solving the problem of poor students going to school.Along with the economic development,the people's living standards have improved overall,but the degree of regional imbalance and the gap between the rich and the poor have also increased to varying degrees.As a result,the situation of poor students in colleges and universities has shown a diversified development trend.The traditional funding concepts and funding models have been unable to meet the needs of the current poor students.In addition,the Ministry of Education put forward the concept of "precise subsidy" in 2015,and in the "13th Five-Year Plan" period to achieve the precise subsidy as a clear goal of the state and educational authorities,which also put forward new and higher requirements for the funding of college students with financial difficulties.Therefore,how to realize the concept of state-preferred funding,and accurately distribute the funds to the students in need of help;how to scientifically and rationally allocate national public resources and realize the funding of education is a problem that needs to be considered at present and beyond.This paper takes the Xuzhou area as an example for such problems,and conducts related research on the poverty-stricken students' funding work in the four universities in Xuzhou,and proposes corresponding solutions to the existing problems.Firstly,in the form of questionnaires,this paper conducts a detailed investigation on the current situation of poverty-stricken students' subsidy in four universities in Xuzhou from five aspects: school fee standard,proportion of poor students in school-aided projects,amount of school scholarship,student evaluation rate,identification of poor students and management of poor students.Secondly,the results of the questionnaire are analyzed and summarized.It is found that there are some problems in the current funding work of poor students in Xuzhou,such as vague identification criteria,inadequate operability,inadequate grants to meet the needs of poor students,simple forms of work-study program and low technical content,insufficient participation of social forces in funding,low degree of full-time employment and attention to the psychological aspects of poor students.These problems directly or indirectly affect the effectiveness of the funding.Then,on the basis of other people's research and on-the-spot investigation of four universities in Xuzhou area,from the perspective of combining theory with practice,this paper makes a comprehensive and in-depth analysis of the above-mentioned problems and reasons in the current precise subsidy for poor students in Universities of Xuzhou.Finally,according to the above analysis results and through the study and research of the educational equity theory,the educational cost sharing theory and the human resources theory,this paper elaborates the necessity and feasibility of establishing the precise subsidy system for poor college students.On the one hand,this paper proposes to improve the precision funding mechanism of colleges and universities from the top-level design level,effectively improve the legal status of funding policies,and at the same time,the national and local governments should also increase the investment in student funding and realize the precision of funding projects.On the other hand,it gives a specific and operable identification index system for poverty-stricken students to improve the accuracy of identification for poverty-stricken students and realize targeted funding.In addition,on the basis of financial aid,we should pay attention to the poor students' psychology,establish a service funding platform for the poor students,integrate the concept of development funding into daily work,and strive to establish a long-term mechanism of financial education.
