"Education is the foundation".As the most fundamental cause of a country and nation,education is related to the future of a country and nation.At the end of the 1990 s,after the implementation of the “coincidence” system in China's higher education,the problems of poor students in colleges and universities became increasingly prominent and gradually became a social issue.Since the founding of the People's Republic of China,after continuous exploration by the Chinese government and universities,China has initially established a set of funding systems for poor students in universities,which is mainly funded by “prizes,loans,diligence,supplements,and exemptions,” which has eased colleges and universities to some extent.There are prominent contradictions in poor students' learning and life pressures in the schooling process.However,we should also note that due to the great differences in economic development between regions in China,the poverty levels of college students in different regions are different,especially in some colleges and universities in the western region of China.There are a large number of impoverished students and poverty levels.Complicated,there are still some problems in the poverty subsidy program in colleges and universities,which needs our great attention.This study takes the poverty-stricken students' funding system of Q universities and colleges in Qinghai Province as the research object,and conducts on-the-spot investigations and case analysis of Q universities using literature,questionnaires,and interviews,and studies the funding systems for impoverished students in Q universities.Through a questionnaire survey of impoverished students in Q universities,interviews were conducted with the managers of Q universities,counselors of some colleges and faculty,and impoverished students to understand the current status of the subsidy system for impoverished students in Q schools.Through the analysis of the current status of poverty education in Q universities,it is found that the poverty system for the poor students in Q universities still has difficulties in the identification of poor students,unreasonable bursary appraisal,difficulty in subsidizing financial aid,and partial poverty in loan arrears.The number and quality of work-study programs need to be improved.In view of these problems existing in the funding system for impoverished undergraduates in Q universities,the author starts with the economic development level in the western region and the attention paid by the society in the western region to the funding for poverty in the universities,and analyzes the external causes of problems in the subsidy system for poor students in Q universities.From the identification of impoverished students in Q universities and the coordination of various factors in the funding system for impoverished students in Q universities,the internal reasons for the problems in the funding system for impoverished students in Q universities were analyzed.In view of the existing problems and causes of the funding system for impoverished undergraduates in Q universities,the author proposes measures to improve the subsidy system for impoverished students from the national level,the social level in the western region,and the Q universities in Qinghai Province: strengthening the construction of laws and regulations;expanding financial input;multiple channels Raising funds;simplifying student loan procedures;strengthening the establishment of credit systems;improving the identification of impoverished students;and educating people for poverty,etc.,aiming to further improve the funding system for impoverished students in China's colleges and universities;Contribute a meagre power.
