With China’s development of economy and upgrade of industrial structure, the social demand for senior skilled talents has become very strong, and also puts forward higher requirements for the school level of vocational colleges. As early as2004, the Ministry of Education advocated each vocational college to actively carry out "Order" personnel training in official documents. Today, the mode of "Order" personnel training has become a typical mode of school-enterprise cooperated education. The introduction of the concept "order" in the enterprise into the field of vocational education, emphasizes targeted personnel training in accordance with the needs of corporate jobs, not only meeting the enterprise’s employee requirement, but also solving the student employment, at the same time, having improved the school’s educational level. The mode of "Order" personnel training is a great pioneering undertaking for vocational education. However, this education mode in actual operation, due to various factors, causes a number of problems and contradictions and often fails to reach the ideal result. This paper takes Wuhan Vocational College of Software and Engineering, Shandong Institute of Commerce and Technology and Shandong Institute of Metallurgical Technician these three vocational colleges of different school levels as the cases, uses questionnaires, interviews and other methods to carry out investigation and research, to understand the status quo and problems of the "Order" personnel-training mode, and then thinks, proposes strategies.This article consists of three parts, a total of six chapters. The first part is the basis of the full text, composed of the first and second chapters. The first chapter introduction mainly describes this research’s background, purpose, subject and meaning, and overviews the past correlated researches. The second chapter points out the theoretical basis of the study. The second part is a description about the present situation and problems of the "Order" personnel-training mode, reflected in the third and fourth chapters. The third part proposes countermeasures and draws the conclusion, and it on the basis of the problem analysis in the second part, proposes the countermeasures and suggestions that solve the problems of the "Order" personnel-training mode and allow its long-term operation. The innovation of this paper is to start from the case study and provide a set of ideas to break through the realistic obstacles for the "Order" personnel-training mode.
