The competition in the world economy,in the final analysis,is a competition of human resources.Modem society requires not only a large number of R&D oriented scientific talents owning advanced theory and high technology,but also requires a large quantity of skilled personnel with fruitful practical experiences,who are diligent,career-respected and high-skilled.In contemporary China,the shortage of highly skilled personnel has become a hot issue in urgent need of solution.Railway highly skilled personnel,as an important part of high-skilled personnel,its shortage becomes even more serious.It has a serious impact on the harmony of the railway construction and leapfrog development.Railway vocational colleges bear heavy responsibility to train these highly skilled personnel.But there is still a considerable distance for these colleges to meet with the needs of the community in the training of high skilled personnel.The colleges should also improve the talents-training mode. The training of high-skilled personnel is systematic work which needs the combination of training in vocational colleges and working in factories.This paper mainly studies the training mode in railway vocational colleges.First of all,it demonstrates the concept,content,features and growth of high-skilled personnel.It also brings forward the theoretical basis for high-skilled personnel training,which based on the theory of multiple intelligences,all-round human development theory,competence-based theory as well as market theory in the vocational education.Secondly,the paper discusses the concept,characteristics and elements of high-skilled personnel training patterns in railway vocational colleges.Meanwhile,it analyses the shortage of China railway high-skilled personnel and its reasons,as well as the status of railway vocational colleges in training these personnel.At the basis of personnel training lessons learned from developed countries,the paper puts forward specific measures to construct the railway highly skilled training model, that is,to build a professional ability-based personnel training target system,to build the professional setting mode which adapts to market demand,to build a job-oriented curriculum system,to construct an effective model personnel training which can create school-enterprise cooperation,mutual benefit and win-win situation,to build a strong high-skilled personnel training guarantee mechanism and to construct a scientific and effective evaluation system for high-skilled personnel.Finally,the paper comes up with some effective countermeasures and suggestions in order to make the value of theoretical research with applications,which in combination with the practice of Shijiazhuang Railway Transportation School to verify.
