As the rapid development of computer and network, taking advantage oftechnology for community-level Party building and serving the community havebecome an important part in our work.The main topics of this thesis are to make suggestions on how to improve moderndistance education to government officials, by studying individual case, and how tomake effective policies to exert positive influence on distance education.I spent3years in completing this thesis. To understand the daily work of officials, Ivisited Alukerqin County, Aohan County, Balinyouqi County and Wengniuteqi County,and studied related documents issued by the State,Provincial and MunicipalOrganization Department.Judging by my experience, researching and documents read in the past3years, Iconclude four issues for modern distance education, which are the quality ofadministrator, lacking of funds, lacking of course ware supplies and the motivation ofthe community-level official. Accordingly, I propose7constructive suggestions toresolve above issues.After gathering first-hand information and studying current polices, I arise followingsuggestions to improved modern distance education in Chifeng, Inner Mongolia.Consolidate training on site administration. Collaborate with local AgricultureTechnology Training Service Department. Standardize education site operation, Collaborate with local Industrial bases. Encourage community political participation.Reinforce contract, Enhance translation between Chinese and Mongolian language.Based on current situation of minority district in North China, this thesis will makepractical suggestions on how to improve modern distance education forcommunity-level officials in Chifeng City.
