The community is the "last mile" of social development and social governance.With the continuous development of China's economy and society,China's communities have gradually transformed from unitary systems to modern communities.The needs of the residents are becoming more and more diversified,and the conflicts are also diversifying.While the government is making a self-revolution of "management and service",community committees,as grassroots management organizations that collaborate with grassroots governance,are constantly reforming and innovating their governance methods and concepts,either actively or passively.Since the 19 th National Congress,China has been paying more and more attention to the role of party building and leading in grassroots governance.In the social governance where the relationship between the government and the community is transformed into the relationship between the party and the community,the role played by the Communist Party of China cannot be ignored.In a system where multiple subjects jointly participate in community governance,community party organizations participate in the game and cooperation of community stakeholders by giving play to the Party's advantages in system,organization and system.Community party organizations need to change from the traditional administrativestyle unit management approach to the modern consultative regional management approach,so the party social work,which combines community party building and social work,has come into being.Therefore,this paper takes two communities in A street in Shanghai as an example,and uses participant observation and other methods to participate in the community party building work in A street through the opportunity of the author's internship in the community.By understanding the transformation process of party building in two communities in Street A,the commonalities of the transformation of community party building are found,and the current practical logic of community party building in this street is summarized.It also compares the practice logic of community party building with the practice logic of social work,explores the necessity and advantages of social work participation in community party building,and proposes a new path for social work participation in community party building,and provides an outlook on the two-way integration of social work and community party building.It is found that after the transformation of community party building work,its main process in community governance is to bring into play community residents' enthusiasm and participation in community governance through the main processes of consciousness awakening,political identification,resource empowerment,and establishment of long-term mechanisms.Such a practice logic coincides with the practice logic of social work in community work,confirming the fit of social work intervention in community party building.Meanwhile,in the development process,social work can help upgrade the technology of community party building and build bottom-up communication channels for residents;while community party organizations can provide more resources and channels for social work from top-down,while helping social work gain legitimacy in community governance.Its ability to gain governance advantages for social work and community party organizations is also a new path for social work to participate in community governance.The top-down linkage can promote the two-way integration of community party building and social work and promote the development of both sides,thus enabling social work to better participate in community governance and promote the harmonious development of the community.
