Oral English is the significant content of the English teaching and natural and standard pronunciation and intonation will lay the fine foundation for oral communication. The English oral fluency not only reflects the learning level of the learners but also is regarded as the symbol for successful linguistic learning or not. Many researchers have studied English oral fluency systematically, for example, Lesson and Fillmore began to research oral fluency in the1970s and in China, Zhang Wenzhong, Wu Xudong, Wang Lifei and other researchers carried out a great deal of study about oral fluency. However, the topic about improving junior high school students’ oral fluency is relatively deficient and the English teachers usually lay special emphasis on the instruction of the linguistic knowledge ignoring to foster the students’ oral fluency. As a result, after many years of English learning, the students still cannot express themselves fluently. Therefore, the students cannot realize the function of English as acquiring information, communicating with others and developing thinking.This research adopts questionnaires and comparison to study a class in Dalian Gezhi Middle school(50students) for one year. The author investigates the effectiveness improving junior high school students’ oral fluency through English phonetic teaching. She measures the oral fluency from the speech rate, length of pause, acceptability and accuracy and makes a thorough inquiry about strategies for improving the junior high school students’ oral fluency through ameliorating the phonetic teaching. The data of the experiments are put into the computer and are analyzed and compared pre-test to post-test with the help of EXCEL and SPSS.According to the results, the oral fluency of the junior high school students can be improved through reforming phonetic teaching. The teachers should renovate teaching concept, apply new technology and new phonetic teaching approaches, design classroom activities scientifically, adopt group work and provide more display opportunity for the students to enhance the students’ oral fluency.
