Abstract:In September2010, President’s Council of Advisors on Science and Technology present the report to Obama:Prepare and inspire: K-12Science, Technology, Engineering, and Math (STEM) Education for America’s Future. In this report, the top concern is STEM education, including the topic of teacher education, leadership, standards and assessments, educational technology, schools and students. Starting with STEM teacher to improve the quality of STEM education is a strategic action to strengthen the dominance of United States in the field of science, engineering and economic.Although there is no defined sentences to show what exactly cooperative model they want to establish, we can infer from it. The current situation of American STEM teachers of elementary and secondary schools was reflected in report:insufficient formal preparation; out-of-field preparation; insufficient in-service professional development; the shortage of number and high flow of teachers. So, there goes a five-in-one object to respond the current situation, as well as appealed to whole country to join hands.To gain the object by means of cooperation, advices in the report embodied multi-cooperative model. There are seven elements in the cooperative system:colleges(university) and schools, congress, government, advisory bodies, professional association, foundation. And formed a three-layer structure like inner-middle-exteriorBased on that, here summarized the Core-Engagement-Assistance cooperative model, characterized by being united as one, government expanding interventions but stay out of control, Federal Education Department cooperating with National Science Foundation, third party working as the supervisor and adviser, related government science department undertaking tasks.Relating the domestic situation, there are some points to notice: change the perception is the premise to set up multi-cooperation, service-oriented position of government will benefit the model, accomplish the rule and laws is the key to push the cooperation forward, equal cooperation between colleges (university) and schools will benefit each other, consult with professional association helps democratic decision-making, the third party supervision assure the fairness and justice. Last but not least, develop project evaluation system is necessary.
