The United States has an innovative and technological economy,which benefits from the rise of stem education.Stem education mainly refers to the teaching and learning of science,technology,engineering and mathematics.The quality of stem education depends on the establishment of excellent teaching staff.Therefore,a key link in stem education reform is the training of teachers.This paper makes a study on the policy of stem teachers in primary and secondary schools in the United States in order to get some enlightenment for China.Using the methods of text analysis and literature research,this paper makes a systematic exposition of stem teacher policy in American primary and secondary schools from two perspectives of static analysis and dynamic review.In addition to the introduction,the article is divided into four parts.The first part gives a brief introduction to the background and development period of stem policy in American primary and secondary schools,and selects several important policy texts closely related to the research theme.The second part mainly analyzes the text characteristics,main objectives and contents of stem education teacher policy in American primary and secondary schools,and summarizes the policy objectives of ensuring the high-quality development of stem education,expanding the scale of stem teachers,and improving the quality of stem education teachers.The third part analyzes the implementation effect of stem teacher policy in American primary and secondary schools with the help of Smith policy implementation model.The fourth part is the summary of this paper.Combined with the reality of education in China and the previous research on the policy of stem teachers in primary and secondary schools in the United States,this paper puts forward countermeasures and suggestions for the policy research of stem teachers in China from two aspects of policy formulation and policy implementation.This study believes that the premise to ensure the high-quality development of stem education is to have a sufficient number of high-level stem education teachers.From the perspective of national policy,in order to expand the scale of stem education teachers and improve the quality of stem education teachers,we can start from the following two aspects: there should be clear policy objectives in policy-making,and the policy content should be scientific and reasonable;In policy implementation,we should first ensure the quality of the executive body,then provide sufficient resources and good environment for policy implementation,and finally cultivate the policy identity of the target groups.
