A Syudy On The Policy Options And Institvonal Arrangement Of Sports Public Service Anhui

Public service is the function of the government. To build a service-oriented government and to improve public services are the goals of reforming the functions of our government. Being an important part of public services, to enhance sports public service, especially mass sports public service is an essential step of building our country into a sports power. The research of public sports service policy in Anhui province is not only the inevitable demand for its economic and social development, but also will enrich the policy research of China’s public sports service, exerting a positive effect on the construction of a public sports service system with Chinese characteristic.Guided by the public service theory, the paper elaborates the meaning of public services, public sports service, public sports policies and system with the approach of literature research, field survey, expert interviews and comparative analysis. Through the research of sports public service policies in foreign developed countries, the paper summarizes four revelations for Anhui, namely strengthening government functions on public service, diversifying the subjects of sports public service, reinforcing government macro-control and increasing investment in public sports service. In the study on public services in Anhui province, the paper sorts out sports public service policies promulgated by Anhui province since reform and opening up, and then analyzes current situation of public sports services in Anhui, through the explanation of policy implementation, sports facilities, fitness activities and guidance, national physique monitoring and sports information, which lead to the problems of sports public service system in Anhui, including inefficiency of site facilities, imbalance of investment in public services, a lack of internal system coordination and insufficiency of public service mechanism.In view of the existing problems in Anhui sports public service system, the paper rethinks its public service policies in three perspective of policy problem analysis, type and content. Five suggestions are proposed in the choosing and formulation of sports public service policy in Anhui:to strive for preferential policies for sports public service development, to establish special funds for sports public service, to improve sports economic policies and to expand funding sources of sports public service, to innovate the integration of market and government, and to implement self-governance of communities and civil organizations. Through the innovation of policy options, we put forward5proposals for the institutional arrangement of sports public service in Anhui:to establish a financial security system of sports public service, to build a performance evaluation mechanism of sports public service, to set up urban-rural integrated sports public service system, to improve aiding program and establish supporting system, and to assist in rural sports public service.
