| Since the reform and opening up, China’s sports industry has made progress, particularly the development of competitive sports, to the world that a vibrant accommodating sporting nation is rapidly rising, and forward sports power forward. Although competitive sports in our country played an important role, but there exist public sports products and services in many problems:the total lack of public sports products and services, welfare poor, the absence of high-quality products, lack of fairness, lack of continuity of supply and arbitrariness is too large, regional and urban-rural, class differences are significant features, which development of competitive sports in stark contrast contrast.In this paper, literature, expert interviews, theoretical empirical analysis, research methods related fields to competitive sports public service system to build as the main subject, under the spirit of serving the people to build a public service system for the purpose of competitive sports, The paper is divided into eight chapters are described, its main points are:(1) Sports Public services are public property competitive sports as a precondition.
