Since the national ordinary university high-level athletic teams formed in1987,it has made outstanding achievements. Also, during the27years of development, ithas enhanced the opportunities of the college pe educational work, and injected newvitality into the school physical education.By the end of2010, the university high-level sports team members have reachedto268universities,689teams. Moreover, the non Olympic Games project of high-levelsports teams among them have reached99universities,115teams. The non Olympicprojects include martial arts, aerobics, orienteering, dragon boat, chess, rockclimbing, rugby and baseball. However, the evaluation index system for the currentnon Olympic Games project of high-level sports teams that is too simple andineffective. There for, by considering the characteristics of non Olympic Gamesproject construction of high level sports teams, this paper constructed an indexsystem for the non Olympic Games project of high-level sports teams, which is moreconsistent with the projects’regularity and the needs of the times. Furthermore,it could provide a theoretical reference for the assessment work and scientificmanagement for construction of high level sports teams in Chinese colleges anduniversities.In this study, it constructed the evaluation index system by using of literaturedata method, Delphi method and mathematical statistics method. Also, it calculatedthe index weight coefficient by using the analytic hierarchy process. Three resultsare showing as following:Firstly, it establishes the principles of index system construction for the nonOlympic Games project of high-level sports teams, which are the principle ofdistinction, the principle is simple, systematic principles, principles andobjectives of the feasibility of the principle of consistency.Secondly, this paper mainly uses the evaluation and classification of suitabledegree method, by comparing two among eight non Olympic Games projects each time.According to the method of recognition rate calculation, it points out the martialarts and dragon boat projects as a class to evaluate the recognition rate that couldbe reached90.91%, which is suitable for combined assessment. On the other hand,the recognition rate between chess project and other projects are not more than9.09%,which is not suitable for this method. Moreover, besides martial arts, dragon boatand chess projects, other projects of mutual recognition rate is higher than72.73%,which shows the aerobics, football, baseball, rock climbing, orienteering issuitable for the combined assessment. Therefore, it divides the evaluation of thenon Olympic Games project of high level sports team into three categories: martialarts and dragon boat project evaluation; the aerobics, football, baseball, rockclimbing, orienteering projects evaluation; and the evaluation of chess project.Moreover, it established the evaluation index system contains6primary indicatorsand22secondary indicators.Finally, the weight distribution of evaluation index system for the three types of projects are focused but with large differences, and the highest proportion isweighted on the teaching and training effect, which lists0.418on martial arts anddragon boat project,0.4774on the second types, and0.6022on the chess project.Furthermore, the martial arts and dragon boat on the traditional campus sportsculture construction and promotion of indicators and the weight is0.1322, whilethe other two classification are only0.0666and0.0644. Moreover, according to lookat the conditional guarantee, the chess project weighed is zero, the martial artsand dragon project is0.1421, and another one is0.1172. As a result, the martialarts and dragon boat project in the assessment should pay attention to the conditionsof security, weight of traditional campus sports culture construction andapplication of evaluation index. And, the aerobics, football, baseball, rockclimbing and orienteering project evaluation should focus on weight managementassessment index. Finally, the chess project should emphasize on the evaluationindexes decision, coaches team construction and teaching and training effect.
