This paper takes the Accreditation of the Academic Background Acquired in Chinese Mainland as research object. Analysis of the policy since Taiwan lifted the Martial Law in1987will be conducted from the perspective of historical institutionalism. This paper hackles the history of Accreditation of the Academic Background Acquired in Chinese Mainland and analyzes the policy change, path dependence and the power of change.Firstly, this paper introduces the perspective of historical institutionalism to find that institutionalism is not the only factor of casualty and the power of changes of policy can be the environment and the institutionalism itself. The main point of historical institutionalism is as follows. While personal preference is often shaped by the institutionalism, but the concept and preference play an important role in the policy changes. The process of institutional change is due to path dependence, but the results of the changes is not drastic for institutionalism itself. When the policy is in crisis, it provides an opportunity for the actors, and the unexpected events(critical juncture) cause significant changes and make important impact on the outcome in a particular point in time. The asymmetry of power in policy causes privilege and disadvantages. Then in this study, the feature of Accreditation of the Academic Background Acquired in Chinese Mainland and the fit between the Historical Institutionalism and policy is analyzed.Secondly, according to the marked event of great significance, the history of the policy is divided into three periods:Lee Teng-hui era (1987-2000) with the introduction and halt/haste of the policy, Chen Shui-bian era (2000-2008) with policy of indefinitely delaying, Ma Ying-jeou era (2008-2013) with the policy gradually liberalized.On the other hand, this study analyzes the policy change and education policy role. from the "macro-structure","path dependence" and "power of change ", and hold the view that macroeconomic policies and structural changes play an important role. Path dependence focuses on the rational choice of actors, namely the government, universities and society. Institutional changes includes progress and rupture.Finally, The study holds that the future of the policy will be more open, and the paper tries to prospect the trend of the policy from the new understanding of the the history of accreditation. and provide some inspiration for the cross-strait exchanges and cooperation in higher education.
