Head Start in the United States can be tracked back to the1960s,"Compensatory Education" as the original purpose of poverty alleviation projects which were supported pre-school children from poor families, implemented by the United States, which lasted40years, is still in progress. The social background of the Head Start is the rapid development of the socio-economic which was divided between rich and poor, the conflicts were intensification, the society became abrupt turbulent. U.S. government started to resolve social contradictions and recognize that the problem of education is caused by people at different positions in the social stratification, after the full argument, the program of Head Start was implemented.After40years, the program of Head Start in United States has made significant achievements, which was became a model of each national government to solve social problems and caused great concern all over the world. The program which improved the ability of low-income families and children, there was a starting point which can be used to solve the problem of educational equity. The implementation of the Head Start make the pre-school education on the stage, which is to be part of education of the community, which is to improve the quality of education of the community, has laid a good foundation; the level of the early childhood family education is improved by the Head Start. Through the plan, parents obtain the professional idea of pre-school education, and enhance self-esteem and sense of accomplishment; the implementation of the Head Start enhance the awareness of the whole community to pay attention to the education of pre-school, make the pre-school institutions, the family and the community get together, the quality of community services are significant improved, the awareness of the education of pre-school is strengthen; the implementation of Head Start promotes the improvement of the level of pre-school teachers, the Head Start accelerate the development of kindergarten, various pre-school institutions evaluate this plan and heighten school conditions, the level of teacher and management.The paper is divided into five parts. Part Ⅰ:Learning from the experience of the Head Start, referencing the U.S. Head Start, researching domestic status, the definition of key concepts, research methods innovation and highlights of paper which can solve our pre-school problem. Part Ⅱ:Overview the U.S. Head Start, including its historical background, theoretical basis, objectives, content, description of the management, aimed at a comprehensive understanding of the Head Start. Part Ⅲ:Analyzing the general benefits of the American Head Start, including the performances and features of universal benefits of Head Start. Part Ⅳ:Analyzing Chinese universal benefits of preschool education status, pointed out the main problems. Part Ⅴ:drawing the recommendations of the Head Start experience to solve Chinese universal benefits of preschool education issues.This paper analyzes the Head Start that the main American Head Start’s general benefits are public welfare, fair and preferential main features:National legislative guarantees; government financial support; community-wide participation; assistance to the vulnerable; diverse types of service:service unique content; rigorous teacher management.This paper argues that the major problems in the current development of general benefits in China are:gaps between law and management; lack of family and community education; not enough supporting for vulnerable groups; ineffective supervision of pre-school education content; less chances to choose; lack of concerns for0-3years children.Analyzing the general benefits of the U.S. Head Start, this article provides recommendations to China’s development of general benefits of pre-school are: referring law to ensures pre-school become universal; government guarantee finances; concerning about vulnerable groups; develop kindergarten to make sure education free; making whole society pay attention on pre-school education.
