The healthy development of private colleges can not be separated from guidance and protection of the policy, also inseparable from the excellent teachers. Policy environment play an important role in teachers development. In China, presently most of study on private institutions of higher education focuses on the micro-level. Although some of researchers macroscopically study on what kind of laws and policies can promote the development of private education, analysis on how those laws and policies works on teachers and education quality are still lacked.We should admit that private education has public goods property, which means private education is a special public goods, supply by private enterprise. Once it comes to the production of public goods, which makes the education administrative department has legal right to intervene it. It requests the education administrative department respect the decision-making power of private school, also make the specification of the behavior of the government, avoiding vacancy and dislocation of government at the same time.On one hand, government has the leading and law enforcement right on the distribution of private schools, academic development, school qualifications, teaching quality control and teacher access..., on the other hand, government has the obligation to provide supporting, such as tax incentives, direct subsidies, provide scholarships to students and giving private schools a great deal of autonomy in the administration of education. However, private schools in Sichuan province has always face severe challenges and bottlenecks in the development. Some useful policies still remain on the file and have no operability.What is causing this phenomenon? Existing research lacks of analysis from different angle.This study is base on the collection of private college’s fiscal revenue and other personnel quality control policies in China. Analysis and commentary on how these policies impact on the human resources of the private college, especially on the construction of teachers.In this thesis, the following methods are adopted including system analysis method, comparative analysis method as well as empirical analysis. This thesis focuses on how to construct a healthy development for private college teachers in China.
