University is the product of social development in a certain stage and serves toachieve certain purposes of human beings. Therefore, a university has been endowedwith specific functions as soon as it came into this world. With the development ofsociety and the increasing needs for the development of universities, the university isplaying a more and more important role in society and its function will be enriched. Inthe current era of knowledge economy, the countries all over the world are followingwith each other into educational popularization stage and the university has also putforward new requirements. Under this background, the university s residualresponsibility for the youth is put forward. The higher institution s residualresponsibility for the youth refers to the higher institution s function that according tothe social division of labor and its own ability, it should take the related responsibilityfor the youth who have received higher education but haven t adapted to the societybefore they are continually cared for by society. This thesis will elucidate thefollowing aspects, such as the historical evolution of higher institution s function, thepractical basis for the establishment of its residual responsibility function and thepossible approaches to realize these functions, etc., making it more clear that whatkind of residual responsibility the higher institution should take for the youth in theera of mass education and serving as a tentative exploration as to how to assu me theseresidual responsibilities for the youth.This thesis falls into three parts. Taking the practical knowledge as the main line,the first part will make a historic review of high institution s functional evolution anddevelopment. In different times, higher institutions bear the different function.According to this analysis, it can be drawn out that in the age of knowledge economy,higher institutions should take the residual responsibility for the youth after the highereducation stepped into educational popularization stage.The second part will discuss the foundation for the establishment of the higherinstitution s residual responsibility for the youth. In view of social reality, thefollowing aspects are the practical foundation for its establi shment, such as therevolution of new science and technology, the knowledge explosion of the new age,the structural transformation of market demands, the increasing expansion of teachersand students, the popularization of equal opportunities, the dramati c change of human beings life style, and so on. The establishment of higher institutions residualresponsibility for the youth is in line with the historical evolution of high institutionalfunction, meets the needs of both current society and the univer sity s development.The third part will make a tentative exploration of high institution s functionabout how to assume the residual responsibility for the youth. Higher institutions canperform its residual responsibility in the following four aspects correlated with eachother: Management coordination system, teaching support system, logistics system,information service system, each with some specific Suggestions at detail.In a word, the residual responsibility undertaken by higher institutions is the newrequirement for higher institutions under the background of educationalpopularization in the society of knowledge economy. Meanwhile, it is the intrinsicrequirement for the development of high institutions.
