The problem of College Entrance Examination is a hot issue that more and more people concern. In modern China, with the rapidly development of economy and society, the scale of urbanization is increasing, then the mobility between city and countryside, area and area becomes fast, more and more Migrant worker appears in the big cities. As the limit of household registration, the children have to return to the domicile for College Entrance Examination, but not in the local. so it seriously affects the children’s study and life. Leaving the city which they have been lived for many years, leaving his parents and going to another city for College Entrance Exam, they feel lonely. Because of the difference between two cities in teaching material, studying schedule and teaching content, it affects children’s life and study seriously. Therefore, to promote equity in education, the College Entrance Examination of migrant children need to settle without delay, a new policy of College Entrance Examination should be carried out immediately.On September1,2012, the State Council issued a document that mandate each province should formulate specific measures of offsite-entrance. Open off-entrance is to solve the problem of migrant children’s careers as soon as possible, let children of migrant workers enjoy the same entrance qualification as local candidates, avoiding a series of problems caused by backing to hometown. In2013, Shandong Province, first proposed off-site entrance policy will be officially launched in2014, candidates who have three non-permanent high school experience can enroll in Shandong college entrance examination, other provinces and cities have also introduced specific measures. But in Beijing, Shanghai, Tianjin and other regions which has rich educational resources did not implement specific measures, there is no small resistance to implement the policy of offsite-entrance in these areas.As China’s education and cultural center, Beijing has the rich education resources, the number of colleges and universities is the most in China, including the number of key university ranks first in the country. In recent years, along with a large number of migrant workers come to Beijing, the number of migrant children also grew rapidly, their college entrance examination also need urgent solution. However, the urban population of accommodation is certain, the foreigners will take up the resources of Beijing. such as the Beijing traffic, public security, environmental impact. As a native, they are not willing to share their own resources, it makes contradictions and conflicts between Beijing native and non-native people. As the new policy of entrance is carrying out, the contradictions and conflicts between native and non-native people also increases gradually, whether in the official media, opposing both sides in line with their own interests, a fierce debate and struggle. As a result, there is very great resistance on implementing the new policy.This article is to investigate the foreign attitudes and opinions of Beijing native and non-native people in implementing the offsite-entrance. By the survey, we can get the resistance on the implementation of the offsite-entrance in Beijing. Using sociological theory and finally gives the corresponding Suggestions and countermeasures, this paper mainly includes five parts.In this paper, the first chapter mainly includes the research background, research significance, theoretical basis, the method of literature review and research. The second chapter is the present situation of the college entrance examination in Beijing which is divided into local student college entrance examination situation and migrant children present situation of the college entrance examination, including less number of local students, the high rates of college entrance examination admission, admit fractional line is low. Migrant children’s quantity is increasing, backing to the original household for the university entrance exam will generate a list of questions and so on.In this paper, the third chapter is the investigation of Beijing native and non-native people, the author using the depth interview method to investigate the attitudes and opinions of offsite-entrance between the two groups, system arrangement for interview, analyzing there is resistance to implement the policy in Beijing. The resistance mainly from micro attitudes and ideologies, including education resource contention, lacking of "identity" between groups and the employment pressure.In this paper, the fourth chapter, based on the perspective of sociology, using the theory of "conflict" to analyze resistance on carrying out the new policy in Beijing. The resistance of education resource contention is mainly due to the uneven distribution of resources between groups, this is the material cause of the conflict, lack of "identity" between groups will lead to social exclusion, conflicts and contradictions, it is the non-material causes of conflict, it can also produce resistance. Finally I analyzed the resistance from employment pressure of college.In this paper, the fifth chapter is to analyze the resistance from the fourth chapter, give some corresponding Suggestions and countermeasures, mainly from national policy, Beijing native and non-native people. Any national policy is based on people-oriented, the practice of offsite-entrance in Beijing must be a slow process,In the process, government need to balance the interests of the two groups, realizing the education fair by largest extent.
