And by the original individual migration gradually transformed into family migration, or some people directly in the flow into the city to settle down to start a family. Due to the limitation of China’s household registration system, the problem of accept education on Children of Migrant Workers trailing in there current address were highlighted, And it drawns widespread attentions from the general publics. Relevant policy of all provinces has been came out and solve the problem effectively following the government’s policies.But,after accepting the compulsory education, Children of Migrant Workers were not eligible for the entrance examination due to the limitation of related policies. And the problem is increasingly outstanding. This is not only a education problem, but also a complex social problem. Whether can effectively solve this problem or not is related to not only the essential for guarantee education rights and mental and physical development of Children of Migrant Workers, but also related to the harmonious and stable development of our society. So this problem needed to be solved.Quality of higher education is the key to interests. So how to make a reasonable system, prompted stakeholders continue to gamble, Ultimately achieve the reasonable fair of higher education resource allocation, is the key to reduce the conflicts of interest and reach agreement.In this paper, Starting from the background of the problem, We analyzes the present situation of migration movement and college entrance examination of Children of Migrant Workers based on the national government promulgated by the relevant policies of literature and statistics. By comparing the distribution of colleges and universities and regions enrollment situation in our country, we pointed out that the root causes of College Matriculation Policy for Migrant Children is the configuration of quality higher education resource is persistent disequilibrium. And the high interest based on the policy is the fundamental reason. In this paper, we analyze the policy of College Matriculation Policy for Migrant Children from the country and provinces two aspects respectively. Consider that the provinces of scheme about trailing children take their entrance exams for college in a defined policy, only within the scope of the current college entrance examination system. Finally, the article puts forward College Matriculation Policy for Migrant Children should be final resting on the solution of the problems on the reform of the college entrance examination system, Only to build a diversified examinations and admissions system, make it separated gradually form the household registration system, can avoid the unfairness of education due to the interests of the conflict, so that prompting our education development in the direction of the equitable.
