On The Institutional Environments Of Academic Freedom In University

The new institutionalism deem: Organization is closely linked with the environment, if onlythe organization adapt to the environment, can it to survive. The university as a typical form ofhigher education institutional arrangements, the academic activity is mainly under themotivations and restrictions of the academic freedom institutional environment, indeed, we cananalyze and direct the university academic activities on the basis of the theory of institutionalenvironment. So, we must in-depth analysis and research the university academic freedomenvironments, in order to optimize the environments of academic freedom in university andhighlight it.This research has used the method of document research and comparative research,theoretical analysis method and the induction and the deductive method unifies, I started withexplaining the connotation of institutional environment and institutional environment of theuniversity academic freedom, the foothold is to search for the way to optimize the institutionalenvironments of the university academic freedom. In order to optimize the realization ofuniversity academic freedom, promote the academic level and the connotative development ofhigher education.First of all, this research will interpret the institutional environment of the universityacademic freedom. On the basis of North and Scott’ institutional environment theory, the studyis to introduce the connotation and characteristics of the institutional environments of universityacademic freedom and then analyze the elements of the institutional environments of universityacademic freedom.Then, the research will come up with the existing problems through the analysis of theinstitutional environments of academic freedom in university, and then examine the reason, toknow that it is imperative to optimize the environments of university academic freedom. Mainly,from the aspects of the institutional environments to analyze the existing problems: the legalprotection of university academic freedom is incomplete, the related policy is loosely, thecultural identity is weaken, then find out the causes and then depict the attribution of theseproblems.Finally, we try to search for the way to optimize the institutional environments of theuniversity academic freedom. Firstly, the government should establish and improve the securitythe laws and regulations of the university academic freedom. It must enact laws with a generalbinding force and set up the academic freedom act, everyone must abide by and maintain.Secondly, universities should create policy environment to advance academic freedom. Thirdly,we should rationally cultural identity the university academic freedom, including to reinforcegroup identification and to promote individual identification, this is the key. Fourthly, teachers should carry out the rights and duty of academic freedom in university, to perform duties, beinvolved in research, complying with the academic ethics and norms.
