In recent years, the rapid rise of the network society has greatly changed people’sway of life. To express their views and ideas on the web has become a norm ofbehavior, and therefore, the network becomes deeply embedded in part of people’sdaily behavior. Although social networking is a virtual community, it could not splitopen with the social reality. Under the background of today’s social transformation,social anomie problem appeared inevitable. Social network, as a product of culture,is not only reflects the social reality of the drawbacks, but also expressed interestdemands of netizens through netizens discussion of public hotspot events. Althoughnetwork has anomie itself, however, we should always uphold a dialectical objectiveattitude towards the development of the network society, especially when networkscattered individuals in every corner of society and gather them together to form ahuge network community. We should think seriously about the actively constructmeaning of the public sphere of the formation of network social community for thecurrent social system reform and social management.In response to this phenomenon of the current network, community and the publicsphere, the key words of this article, will be placed in the background of the contextof the network society, and followed a study logic and framework from real world tonet society and back to social reality in order to mind a construction of socialmanagement. This paper analyzes netizens behavior patterns in Zhang Lili event andcut from a community point of view to explore the network community formationopportunity, conditions and connotation characteristics under the background ofnetwork by combing community theory into system. On this basis, to further explorehow the Internet, as a new public sphere,break the traditional public sphere dualisticframework, and take "public"and "private" into account in the new space, makingpublic network community not only has a theoretical significance, but also havepractical significance. Thus return back to the constructing meaning of social reality,reflecting further on the possibility of expanding the network of public sphere become a new path of social management and social policy.The methods of research are primarily on comparative analysis and case analysis.With the development of specific case, it has fresh creation in three dimensions suchas the perspective of study, utility of concept and explanation of theory.The main findings in this paper are: Firstly, the network community is formedbased on hobbies, and is a weak tie that broke the geographical restrictions. Internetbrings more social ties for its members due to its non-zero-sum game.
